I don't think that's a sale, it's just how he does business. It used to be a bulk order offer of discounting over 5 of the same item, now it's buy three full price get one free.

This is correct. Buy 3, Get 1 is no longer a sale. It is a permanent state of mind, and yes, it applies to Primo. Everything except for Sema and Tirz
