Here in the USA it’s actual printed policy, the three month ‘meme’. But my understanding is it’s more in reference to bringing things back from say, Mexico. I do think most of the time they just let it through. They’re mostly looking for opiates, benzos, and fentanyl. That said the customs doesn’t really have any official rules they abide by in the US, they just kind of do what they want.
