Weird film on vials I sterilize

I’m using a pressure cooker to sterilize my things and afterwords they have a coating of stuff over them and inside. What am I doing wrong?

Rinse them prior to placing them in the pressure cooker. They always have some weird ass shit on them.

Word I also think I should’ve used distilled water. Was just doing a trial run on learning how to use this cooker before I actually got to the brew.
