You should be aware that ordering anything has intrinsic risk, but ordering internationally tends to far more hit or miss. You should make sure, when ordering internationally, that you communicate with the source as to what their policy is on customs seizures and reships, as many will state outright that they will not reship in the event of a customs seizure.
That's largely the reason why Domestic sources tend to charge more than International sources, importation always has a significant risk, at least to the United States.
