I just looked over the details of the thread, and honestly if your strength is continuously rising via progressive overload, you are gaining muscle. Now, it seems like you’re pulling off more of a recomp if your scale weight isn’t going up like you would want.
And, the solution would just be to eat even more calories. I know I probably sound like a broken record saying that but the only reason weight will not rise is because you’re not in a caloric surplus. You may think 4k is a lot if you’re eating that, and for a lot of people that is enough (if you’re truly tracking your food properly and actually intaking 4k calories), but you may need to throw in some extra shakes or meals on top to intake even more calories if your goal is to pack on weight faster.
That being said, always prioritize your performance in the gym via slowly adding reps or weight to ensure you’re putting on muscle.
